Campus Hours
Campus gates open at 7:15am. No students are allowed before this time. The regular elementary school day begins at 8:30am and ends at 2:43pm, a total of six (6) hours and thirteen minutes daily. Five hours and thirteen minutes are allotted for classroom instruction and one (1) hour for recess and lunch combined.

Arrival
Children must not be dropped off before 7:15am. When the gates are open, students who are car riders will exit the vehicles at the designated car riders area located at the Mt. Santa Rosa gate. If students will be eating breakfast in the cafeteria, they should arrive on campus between 7:15am and 8:00am to have enough time to eat breakfast.

To prepare for dismissal and to ensure students' safety, the main gates will be closed at 2:00 pm. At 2:43 pm, students will be escorted to their designated departure areas. Bus riders will be escorted by school personnel to the bus loading line. Buses will depart at 2:45pm. **A note must be sent with the child to the teacher in the morning if there will be a change in the student's transportation after school.

Students must stay within the designated areas during break and lunch periods. Parents or guardians who need to pull their child out of classes for a doctor's appointment or other legitimate reason must sign their child out in the Main Office. Students will not be released to any person other than the student's parents, court-appointed guardians, and those authorized adults listed on the Student Emergency Information Form.

Unauthorized visitors found on the campus will be detained and referred to the Guam Police Department (GPD) for trespassing. All visitors are responsible following school board policies and local and federal laws. Upon entering the campus, all visitors are required to sign-in at the main office. Visitors will be asked for valid photo identification in order to receive a Visitor's Pass. Visitors must hold on to their passes while on campus, and then sign-out at the Main Office after their visit has ended. Identification will be returned after signing out.

The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. 1232g; 34 CFR Part 99) holds that schools must have written permission from the parent in order to release any information from a student's education record. However, FERPA allows schools to disclose those records, without consent, to the following parties or under the following conditions (34 CFR 99.31)
- School officials with legitimate educational interest;
- Other school to which a student is transferring;
- Specified officials for audit or evaluation purposes;
- Appropriate parties in connection with financial aid to a student;
- Organizations conducting certain studies for or on behalf of the school;
- Accrediting organizations;
- To comply with a judicial order or lawfully issued subpoena;
- Appropriate official in cases of health and safety emergencies; and
- State and local authorities, within a juvenile justice system, pursuant to specific state law.
Schools may not release student information to relatives, neighbors, and friends of the family, unless they are court appointed legal guardians of the student.

Court documents on restraining order or custody issues will be kept on file in the child's cumulative folder. It is important that students are enrolled in the school of their attendance area. Parents are expected to inform the Main Office if relocating.

Parents or guardians will be informed of any outstanding debt obligations that must be cleared, such as lost/damaged books, library book fines, etc.
